知らないうちにインターネット・ラジオが聴けなくなっていました。
Pandoraというサービスを利用していたのですが、聴こうと想ったら「お断り」ページが表示されていました。以下が痛々しいその文面です。

We are deeply, deeply sorry to say that due to licensing constraints, we can no longer allow access to Pandora for most listeners located outside of the U.S. We will continue to work diligently to realize the vision of a truly global Pandora, but for the time being we are required to restrict its use. We are very sad to have to do this, but there is no other alternative.
We believe that you are in Japan (your IP address appears to be 131.248.58.242). If you believe we have made a mistake, we apologize and ask that you please contact us at pandora-support@pandora.com
If you are a paid subscriber, please contact us at pandora-support@pandora.com and we will issue a pro-rated refund to the credit card you used to sign up. If you have been using Pandora, we will keep a record of your existing stations and bookmarked artists and songs, so that when we are able to launch in your country, they will be waiting for you.
We will be notifying listeners as licensing agreements are established in individual countries. If you would like to be notified by email when Pandora is available in your country, please enter your email address below. The pace of global licensing is hard to predict, but we have the ultimate goal of being able to offer our service everywhere.

これではインターネットという可能性を自ら否定し捨て去る行為に他ありません。
でもそうする他、生き延びる道はないという弁明も記載されています。

そういえば以前に嘆願書を出して下さいってメールがPandoraから着てました。どうやらアメリカ政府が小さなインターネットラジヲ局に今までの3倍といった法外なロイヤリティを取るという法案を可決しようとしているという動きに対してのものだった様子です。
以下がメールの文面です。
Hi, it's Tim from Pandora,
I'm writing today to ask for your help. The survival of Pandora and all of Internet radio is in jeopardy because of a recent decision by the Copyright Royalty Board in Washington, DC to almost triple the licensing fees for Internet radio sites like Pandora. The new royalty rates are irrationally high, more than four times what satellite radio pays and broadcast radio doesn't pay these at all. Left unchanged, these new royalties will kill every Internet radio site, including Pandora.
In response to these new and unfair fees, we have formed the SaveNetRadio Coalition, a group that includes listeners, artists, labels and webcasters. I hope that you will consider joining us.

Understand that we are fully supportive of paying royalties to the artists whose music we play, and have done so since our inception. As a former touring musician myself, I'm no stranger to the challenges facing working musicians. The issue we have with the recent ruling is that it puts the cost of streaming far out of the range of ANY webcaster's business potential.
I hope you'll take just a few minutes to sign our petition - it WILL make a difference. As a young industry, we do not have the lobbying power of the RIAA. You, our listeners, are by far our biggest and most influential allies.

今回のサービス制限に関してこの件が影響しているのは間違いなさそうです。

SaveNetRadioがインターネット・ラジオ局を守ろうとしているのは判りますが、どのような行動を起こしているのか？は不明です。
そして問題であるアメリカ国外へのサービス停止という背景には、これが直接的に影響したのかは知る由も無いですが、ロイヤリティ支払いに対して何らかのバーター取引でもあったのでしょうか？それとも規制から逃れるための自衛手段を講じたのでしょうか？
どちらにしても負けるなラジオ。

これらの国や団体、既得権益社などの介入や干渉は現在に始まったことでは無いですが、インターネットが更に浸透するに従って、その重要度は増し介在への圧力も半端ではないほどに激烈になっていくことでしょう。
そういった状況にあったとしてもインターネットがサイバースペースでありボーダーレスであるというということを維持出来ないのであれば、幾ら崇高な志を持ってしてもいつかは朽ち果てることになってしまうかもしれません。
無限の未開の地を切り開いて下さい。明るい未来を期待しているのです。
